He said: "I'm delighted Joe will be with us again next season. He's a great lad, and has come on leaps and bounds over the last 12 months.
"He performed consistently well all year, but was outstanding and almost unplayable in the first half of the season before a slight knock just after Christmas time.
"Credit must go to Che Wilson at University of Bath as well as the work we do with him, and obviously Joe's on desire to improve.
"He's another lad who is at a great age and we should see an even better version of Joe this season which only bodes well for our club ambitions."
O'Loughlin hope that he and the Robins squad can the job of promotion done next season and return the club to the Southern League Premier South.
He said: " I'm happy to have re-signed with Frome and now fully focused on finishing the job we started last year and getting the club promoted."
